Abstract

In this paper, we require each individual not only to be rational, but also ethical. We assume some persons who adopt "harm principle" and never takean action which worse off other persons' welfare. it is clear that all equilibria of such persons' non-cooperative games are Pareto-efficient. Then, the "harm principle" is community-oriented, not liberty-oriented like libertarians assert.
