Abstract

Why have the two rival regimes in Peking (Beijing) and Taipei concluded confrontation and entered detente in recent years? This paper argues that Peking-Taipei detente cannot be explained sufficiently by mutual interests as perceived by the two sides of the Taiwan Strait. The divergent political incentives for each side to undertake unilateral actions must be taken into consideration. Peking and Taipei have responded to different sets of opportunities and constraints that their positions in the international system have brought about. Their polities anddecision-making systems are also starkly different. Between these rival regimes cooperation has occurred in the context of divergent incentives, and for detente to be acceptable it must not be judged by eitherside as a serious handicap to its political position. From this perspective, Peking-Taipei detente can be maintained only if the current situation, that is, no unification or independence, continues. This study is an investigation of the conditions and divergent incentives of the unilateral actions that led to detente between Peking and Taipei from 1979 to 1991.
