Abstract

The Thames Water Ring Main (TWRM) has seen a marked development in procurement strategy and contract management philosophy throughout its eight-year life span. As it was necessary to review, revise and refine methods of procurement in line with construction management requirements, partly through engineering circumstances and partly through a desire to excel, the project progressed from the traditional remeasurable or lump-sum, single-discipline contracts of Phase 1 to the innovative 'all-in' design-and-construct 'target cost' contracts of Phase 2; fromthe 'watch and supervise' role of the Engineer to the pro-active roleof the site manager; from the adversarial to the co-operative open style of contracting. This Paper charts these developments, introduces the concept of positive cost control as developed for the project, and reflects the views of a contractor involved on both phases of the project.
